The Village of Fox Point regulates solicitors, peddlers, and transient merchants through Chapter 417 of the village code. The code defines a solicitor as any person who distributes literature, who is obtaining information or opinions, who is seeking to obtain contributions of money, services, property, or financial assistance of any kind, or who is attempting to promote any cause or conviction. A transient merchant on the other hand is defined as any person who engages in the retail sale of merchandise or services at any place in this state temporarily, and who does not intend to become and does not become a permanent occupant of such place.
Both Solicitors and Transient Merchants are governed by rules which restrict when permits are required, time of day, and locations where the activity can occur. Both Solicitors and Transient Merchants are restricted to a time period of 9:00 am-9:00 pm and cannot call upon a dwelling with a posted No Soliciting sign.
Several exemptions exist in the code for community organizations and non-profits as they relate to permits, but they must follow all other restrictions. Additional information can be found in the village code
